Stock Rationalisation

The team works alongside the Allocations Team at Tristar House and is responsible for rehousing residents in preparation for the major regeneration schemes at Hardwick, Mandale and Billingham Town Centre. The team also manage the preparations for demolition by organising utility supply removals and making sure everything goes according to plan when the demolition contractors are on site.

Every Tristar tenant due to be moved is visited in their own home at the start of their phase to ascertain their housing needs, to identify any vulnerable residents and whether extra support is necessary during the moving process.

2007.08 Programme

Mandale, Thornaby

The Mandale scheme began in 2003 following several years of consultation with local residents regarding problems such as low demand for the area with increasing numbers of empty homes. An independent Consultation exercise led to a major regeneration plan for the area planned in 3 phases, plus a nearby school field used for new homes, linking these phases is a new Linear Park for Thornaby residents to enjoy. Phase 1 has been cleared of Council properties and the developers, Nomad, Barratt Homes and Haslam Homes are currently building new properties on the site.

Tristar Homes are currently moving residents from Phase 2 at Mandale (see attached decant phasing plan) where the same developers will start on site Autumn 2007. The properties below are due to be demolished this year with further homes due to be emptied as well within phase 2B.

Hardwick, Stockton

Like Mandale, the area known as the Ws in Hardwick experienced difficulties during the late 1990's and early 2000's of little or no demand for the housing with a very high level of empty properties no one wanted. Following the initial demolition in 2000 and 2001 of 99 and 54 properties respectively a major independent consultation exercise was carried out. In 2003 - 2004 plans were taken forward to implement a major regeneration scheme involving the demolition of over 600 homes. The development partners at Hardwick are Endeavour Housing, Haslam Homes and Barratt Homes building homes to rent or buy. The recently opened 'extra care scheme' of 50 units of bungalows and supported flats managed by Endeavour is proving popular.

There are two years left of phases to relocate residents and this years programme is listed below.

Hardwick 'E's', Stockton

A new school proposed as part of the development plans will result in the relocation of pupils from a nearby school which will then be demolished and cleared for new housing as part of the scheme. There are three blocks of unpopular flats adjacent to this land and which have been proposed for demolition over the next two years. Ideas are being considered for the redevelopment of this land that will compliment the neighbouring regeneration.

Decantment

The new housing developments have commenced at both Hardwick and Mandale during 2005 providing new homes to rent and buy on land previously cleared by Tristar and the Council. Although exciting to see progress being made, it also puts pressure and deadlines on Tristar to decant and demolish to make land available for Development Partners to keep momentum on site. Many residents will want to wait and move directly into their new homes and Tristar will work with residents to satisfy their requests although we may have to ask people to move into properties on a short-term basis (transits). It also requires flexibility within the programme with empty properties. For example, if a block of houses from a later phase became empty then Tristar will endeavour to demolish as soon as possible to reduce problems associated with vandalism and anti social behaviour. Likewise the Development Partners may ask for a priority to be changed to enable them to gain land for development.
