- aged over 18 years
- aged over 16 years with parental responsibility for a child (ren)
- aged over 16 years and expecting a child(ren)
- aged over 16 years and homeless in accordance with the Housing Act 1996
- not subject to immigration controls in relation to the terms of the Asylum and Immigration Act 1996
- not due to be, or have been, evicted from a Council property whilst an introductory tenant.
