The Role of a Patch Manager
Patch Managers, previously known as Tenancy Services Officers or TSOs, are responsible for the delivery of our housing management service. Each Patch Manager has a patch of Council homes to look after and responsibility for providing advice and information on a whole range of issues, such as:
- Rent accounts and the recovery of rent arrears, which includes help with housing benefit claims, referrals to money advice services, making arrangements for repayment, etc.
- Satisfactory conduct of tenancies, including monitoring and taking action in relation to neighbour disputes, cases of anti social behaviour, parking problems and garden maintenance, as well as liaison with other agencies such as the Council's Anti Social Behaviour Team and the Police.
- Tenancy related issues such as succession applications, requests for transfers of tenancy, mutual exchange applications and applications to carry out alterations to the property.
- Undertaking regular estate surveillance exercises, to identify and report any outstanding issues to appropriate teams within the Company, as well as the Council, Police and other organisations.
Each contract area also has a designated Empty Property Officer who is responsible for managing empty properties - ensuring they are cleared, repaired and brought up to an acceptable letting standard. The properties are then handed back to the Patch Manager, who arranges accompanied viewings with prospective tenants and signs them up, ensuring they are made aware of their obligations under the terms of the tenancy agreement.
